Award winners were determined by a vote of USTFCCCA member coaches following the closing of the 2023 NCAA Division I Indoor Track & Field Championships at the Albuquerque Convention Center in Albuquerque, New Mexico. Performances from both the NCAA Championships and the regular season were considered.
